From the Chicago Tribune:

The Chicago Blackhawks plan to announce on Wednesday that four of their seven preseason exhibition games will be carried on local TV, and two will air on radio.

Comcast SportsNet Chicago plans to televise the Hawks' Sept, 22 practice session with the Tampa Bay Lightning at Winnipeg, Manitoba, and the exhibition against the Detroit Red Wings two nights later.

Chicago Tribune parent Tribune Co.'s WGN-Ch. 9 looks to carry the Blackhawks' preseason games on Sept. 25 against Detroit and Oct. 3 against St. Louis, the final tuneup for the Hawks' Oct. 7 regular-season opener at Colorado.

This is obviously an attempt to try and get the Chicago fans acquainted with their new team.  There's going to be a lot of new faces in that lineup leaving so many people wondering where their Stanley Cup Champs went and why the team was doing as well this year.
"What ever happened to Cristobal Huet?"
"They haven't quite figured out what to do with him yet."

Oh and this too...
Not only are the Blackhawks coming off their first Stanley Cup title in 49 years, their TV ratings showed marked increases last season compared to the season before. Even without counting the record numbers for the playoffs, ratings on CSN Chicago were up 94 percent in 2009-10 compared to 2008-09 and up 86 percent on WGN-Ch. 9.

I say they have about a snowball's chance in hell of improving in ratings this year.  Unless Toronto wins the Cup, because then hell would have frozen over.
